All 4 chips are non functional.

After testing the chips, it can be concluded that there exists a design flaw that handicaps the functionality of the chip. In particular, the flaw has been narrowed down to the START pin (pin#36) which has been hard wired as an output pin instead of configuring it as an input. Since the START signal is critical in initiating the state machine, its malfunction totally disables the chip.

Otherwise all the modules of the design have been tested individually and have been confirmed as functional through simulations.
